His experience in  bond financings includes general obligation financings, special facilities financings,  limited obligation financings, ad valorem tax-secured financings, tax and revenue  anticipation financings and special or limited obligation financings, such as utility system  revenue-secured financings.   Randy Bates and Willie Coleman founded the firm of Bates and Coleman, PC in 1981.  Mr. Coleman has been a member of the Texas bar for 30 years and has primarily  practiced in the area of public finance for nine years. Mr. Coleman served as General  Counsel to numerous profit and non-profit organizations and companies including  Prince Hall Masons of Texas; Ancient Egyptian Arabic Order of Nobles of The Mystic  Shrine (Shriners); 100 Black Men of Houston Metropolitan Chapter; Golden Eagle  Leadership Academy and New Mount Calvary Baptist Church.
